
The FCPD uses the Ford Crown Victoria for their main traffic patrol unit. The Fairhaven City Police Department (FCPD) is, in a way, the main anatagonist of the game. If the player cannot move or is trapped by the police for about 10 seconds, the player will be busted and be respawned in the car they were driving in the place where they found it with no penatly. If the police get close enough, the pursuit will continue. The player (in order to stop the pursuit) must go out of the area and enter 'cooldown mode' to decrease their heat level down to 0 to outrun the police.

there is an area where the cops know where the player is. The lower the heat level, the less the cops will try to bust the player. In pursuits, players must try to cause damage to police cars, traffic cars, and public property to raise their 'heat' level, which gives the players more SP. Players can smash into police cars and start police pursuits. The object of the game is to move up on the Most Wanted list, and win the Most Wanted cars. Most Wanted racers are racers that are most wanted by the FairHaven police. However, players must complete certain challenges (Singleplayer) or meet certain milestones (Multiplayer) to unlock the new customization tools. Players can customize their cars in singleplayer and multiplayer.

Usually, Most Wanted races will have the police pursing the player and the Most Wanted car. Once the player has gotten enough SpeedPoints (or SP), they can race a Most Wanted racer, win, wreck the Most Wanted car, and win it. In the game, players must drive around the city of Fairhaven and speed past speed cameras, smash through billboards, entering restricted areas, and most of all: outrunning the cops.
